Your technology bill now arrives from many providers. Kubernetes splits it by namespace, SaaS tools bill by usage, and AI providers bill by the token. A cloud cost management tool has to read each of those bills, assign every dollar to an owner, and warn you before a spike lands on the invoice.

We read each vendor's own documentation and pricing pages to see which bills each tool reads, how it allocates them, how it alerts and forecasts, and what it does about waste. We make LevelFour, so it comes first. Each section links to that vendor's own page.

1. LevelFour

LevelFour is one system of record for Cloud, SaaS, and AI spend, and it ships the savings it finds.

  • Read-only connections to AWS, Google Cloud, Azure, and Kubernetes, SaaS such as Datadog and Snowflake, and AI providers such as OpenAI and Anthropic: more than 50 providers in all, and any other as a custom provider.
  • One currency and one view for every bill, by provider, service, account, or tag, with Boards that turn it into showback by team, product, cost center, or environment, and chargeback on Enterprise.
  • Virtual tags that allocate spend without retagging a resource: one rule can give team=Payments an AWS account, an OpenAI project, and an Anthropic workspace. A preview shows the spend each value would take before you save, and spend no rule claims keeps its own Unallocated line, so the split still adds up to the bill.
  • Budgets, forecasts, and anomaly alerts in Slack, Microsoft Teams, Jira, or any webhook, and an MCP server that answers cost questions in Claude Code, Cursor, and any other MCP client.
  • Savings applied in your cloud with write access scoped to that one change, or shipped as an infrastructure-as-code pull request your engineers merge. Savings Audit then confirms each saving on your bill.

Pricing: Governance & Visibility plans start at $30 a month for up to $2,500 of tracked spend, and $200 a month covers up to $7,500, with SaaS, data, and monitoring bills on Enterprise. Cloud Savings costs 30% of realized savings, and nothing if nothing is saved. See pricing.

Best for: teams that want every technology bill in one place and the savings shipped for them.

2. Vantage

Vantage is a multi-cloud cost platform with a self-serve tier and published prices.

  • Native integrations across clouds, Kubernetes, SaaS, and AI, plus custom providers.
  • Virtual tags that split shared costs by a business metric, by cost, or by percentage.
  • Anomaly alerts, hierarchical budgets up to ten levels deep, and forecasts, with alerts by email, Slack, Microsoft Teams, or Jira.
  • Published prices: free up to $2,500 of tracked spend, $30 a month up to $7,500, and $200 a month up to $20,000. Vantage pricing.

Best for: teams that want self-serve cost reports at a published price.

3. Finout

Finout merges every bill into one cost model, MegaBill, and allocates it with Virtual Tags.

  • Connectors for AWS, Azure, Google Cloud, and Oracle, for Kubernetes on EKS, GKE, and AKS, for data platforms such as Snowflake and Databricks, and for AI providers.
  • Shared cost reallocation for showback, on every plan.
  • Anomaly detection on increases and decreases, with alerts in Slack, Microsoft Teams, or email, and Financial Plans for budgets and forecasts.
  • CostGuard recommendations for idle resources, rightsizing, and commitments. Finout.

Best for: FinOps and finance teams allocating spend across many clouds, data platforms, and AI providers.

4. Harness Cloud & AI Cost Management

Harness Cloud & AI Cost Management is the cost module of the Harness software delivery platform.

  • AWS, Google Cloud, and Azure, Kubernetes on EKS, GKE, AKS, OpenShift, and more, Amazon ECS, and, in beta, AI providers such as OpenAI, Anthropic, and Bedrock.
  • Cost Categories that split shared costs in equal shares or in proportion, with chargeback and showback reporting.
  • AutoStopping for idle non-production resources, and a Commitment Orchestrator that buys Savings Plans and Reserved Instances for AWS EC2 and ElastiCache, with RDS behind a feature flag.
  • Asset Governance written as code, with a Cloud Custodian integration. Harness Cloud & AI Cost Management.

Best for: engineering teams that already build and deploy with Harness.

5. Datadog Cloud Cost Management

Datadog Cloud Cost Management turns cloud cost into metrics you can query next to your observability data.

  • AWS, Azure, Google Cloud, and Oracle, Kubernetes and ECS, and SaaS and AI providers such as Snowflake, Databricks, OpenAI, and Anthropic.
  • Tag Pipelines and custom allocation rules that split shared costs in even shares, by percentage, by spend, or, on Enterprise, by a metric.
  • Cost anomaly monitors, forecasts, and budgets, hierarchical on Enterprise.
  • Published prices: from $5 per $1,000 of monthly cloud and SaaS spend on Pro, with annual billing. Datadog pricing.

Best for: teams that already run their observability on Datadog.

6. CloudHealth by Broadcom

CloudHealth, now part of Broadcom, manages cost, optimization, and governance across clouds.

  • AWS, Azure, Google Cloud, Oracle, and Alibaba Cloud, plus data center rightsizing, and Kubernetes through its collector.
  • Perspectives, which group your infrastructure by the business lens you choose.
  • Machine-learning forecasts up to 36 months out, and anomaly detection over the past 90 days.
  • Policies that act on live resources, such as stopping and restarting instances or modifying reservations. CloudHealth documentation.

Best for: enterprises and managed service providers with large multi-cloud estates.

7. Flexera One

10. AWS, Microsoft, and Google cost tools

Each cloud ships its own cost tools: AWS Cost Explorer and AWS Budgets, Microsoft Cost Management for Azure, and Google Cloud's cost management.

  • Reports, forecasts, and budgets for that cloud's spend, in the console your team already uses.
  • Anomaly detection in all three: AWS Cost Anomaly Detection, Azure anomaly alerts, and Google Cloud Billing anomalies.
  • Allocation through AWS Cost Categories, Azure cost allocation rules on Enterprise Agreement and Microsoft Customer Agreement accounts, and Google Cloud labels with GKE cost allocation.
  • No additional charge for the Cost Explorer console, Microsoft Cost Management, or Google Cloud's cost tools, with paid extras such as the Cost Explorer API. AWS Cost Explorer.

Best for: teams on one cloud that want a free starting point.

How to choose

List the bills you need to explain. If everything runs on one cloud, start with its own tools. Once you run a second cloud, Kubernetes, or SaaS and AI billed by usage, you need a tool that reads all of those bills and allocates them with one set of rules.

Then look past the report. Ask who acts on the waste the tool finds: an engineer working from a ticket, or the tool itself, through access you scope or a pull request you merge. Last, check the price model against your spend: a flat subscription, a share of your cloud bill, or a share of the savings.

LevelFour reads your Cloud, SaaS, and AI bills in one place and ships the savings it finds. See what LevelFour can save you in 5 minutes, with read-only access.

Frequently asked questions

What is the best cloud cost management tool?

It depends on how many bills you need in one place. The clouds' own tools, such as AWS Cost Explorer, cover one cloud at no additional charge. Multi-provider platforms such as LevelFour, Vantage, and Finout add Kubernetes, SaaS, and AI. LevelFour also ships the savings it finds, applied for you or as a pull request. How a LevelFour saving rolls out.

What is the difference between cloud cost management and FinOps?

Cloud cost management is the tooling: reports, allocation, budgets, alerts, and optimization. FinOps is the practice that puts that data to work across engineering, finance, and the business, as the FinOps Foundation's framework describes. What is FinOps?.

Do cloud cost management tools cover SaaS and AI spend?

Several do. LevelFour, Vantage, Finout, and Datadog read AI providers such as OpenAI and Anthropic, Harness reads them in beta, and LevelFour (on Enterprise), Vantage, Finout, and Datadog read SaaS bills such as Snowflake and Datadog.

How much do cloud cost management tools cost?

LevelFour, Vantage, and Datadog publish their prices: LevelFour's plans start at $30 a month, Vantage is free up to $2,500 of tracked spend, and Datadog charges from $5 per $1,000 of monthly cloud and SaaS spend on Pro, with annual billing. The clouds' own consoles carry no additional charge, IBM Kubecost has a free tier, and Cast AI's cost monitoring is free. CloudHealth, Finout, and Flexera list annual prices on AWS Marketplace, and Harness prices by quote. See LevelFour pricing.
