FinOps tools cost from nothing to about 3.5% of the cloud spend they manage. The native tools from AWS, Microsoft, and Google are free or nearly free. Self-serve plans for small bills run $0 to $200 a month. For a mid-size bill, the public annual offers we found land between 2% and 3% of cloud spend, metered plans between 0.5% and 3.5%, and fees on realized savings between 5% and 30% of what the tool saves.

We read each vendor's pricing page and its public offer on AWS Marketplace on October 26, 2026. Private offers, multi-year terms, and negotiated discounts can come in lower, and many vendors quote only on request. Where we turn a public price into a percentage of spend, we say it's computed. We make LevelFour, so its price is in the tables too, alongside everyone else's.

## How do FinOps tools charge?

The FinOps Foundation notes that many vendors price on a percentage of net cloud spend, often with a lower rate as spend grows, and others on a flat rate or data volume. On the pages we read, six models cover almost every tool. [FinOps tools and services](https://www.finops.org/wg/finops-tools-and-services/).

| Model | How it works | Examples |
| --- | --- | --- |
| Flat annual fee by spend band | A yearly price for managing up to a set amount of cloud spend | [Finout](https://levelfour.ai/compare/levelfour-vs-finout.md), [IBM Cloudability](https://levelfour.ai/compare/levelfour-vs-cloudability.md), [CloudHealth](https://levelfour.ai/compare/levelfour-vs-cloudhealth.md), Ternary, PointFive |
| Percent of spend, metered | A rate on the spend the tool tracks each month | Datadog Cloud Cost Management, [CloudZero](https://levelfour.ai/compare/levelfour-vs-cloudzero.md) on AWS Marketplace, CloudCheckr, [Vantage](https://levelfour.ai/compare/levelfour-vs-vantage.md) Enterprise |
| Self-serve tiers with a cap | A fixed monthly price up to a limit of tracked spend or of runs | Vantage, LevelFour, Infracost |
| Percent of savings | A share of the savings the tool realizes, and nothing when it saves nothing | LevelFour Cloud Savings, Vantage Autopilot and FinOps Agent, ProsperOps, nOps rate optimization, Zesty |
| Per resource, CPU, or core | A price per managed CPU, core, server, or vCPU hour | [Cast AI](https://levelfour.ai/compare/levelfour-vs-cast-ai.md), [IBM Kubecost](https://levelfour.ai/compare/levelfour-vs-kubecost.md), [IBM Turbonomic](https://levelfour.ai/compare/levelfour-vs-turbonomic.md), Spot by Flexera |
| Prepaid credits | Credits bought up front and drawn down by usage | Amberflo |

None of the cost platforms we checked charges per seat. Vantage caps the number of users on each self-serve tier, but prices by spend.

## What does a FinOps tool cost on a $250,000 monthly bill?

Take a company with $250,000 of monthly cloud spend, $3 million a year, and price it with each public offer that publishes a number for that size. The yearly cost and the share of spend are our arithmetic.

| Tool and offer | How we priced it | Yearly cost | Share of spend (computed) |
| --- | --- | --- | --- |
| Datadog Cloud Cost Management Pro | $5 per $1,000 a month, billed annually | $15,000 | 0.5% |
| Datadog Cloud Cost Management Enterprise | $10 per $1,000 a month, billed annually | $30,000 | 1.0% |
| Vantage Enterprise on AWS Marketplace | $200 a month plus 1% of $230,000 | $30,000 | 1.0% |
| CloudZero on AWS Marketplace | $19 per $1,000 a month | $57,000 | 1.9% |
| Ternary Medium | Band up to $3 million a year | $67,500 | 2.25% |
| PointFive Business | Band up to $3 million a year | $70,500 | 2.35% |
| IBM Cloudability | Band up to $3 million a year | $76,680 | 2.56% |
| CloudHealth | Band up to $300,000 a month | $90,000 | 3.0% |
| CloudCheckr | 3.5% of cloud spend | $105,000 | 3.5% |

Computed from the public prices in the table above. Finout's Pro band ends at $2 million a year; above that, it quotes.

These are list prices for different scopes: some offers cover cost reporting and allocation, others a full suite with optimization and governance. Compare what each fee buys before you compare the numbers.

## What does a fee on savings cost?

A savings-based fee costs nothing when the tool saves nothing, and grows with what it delivers. Vantage's own example: Autopilot finds $3,000 a month of Savings Plans savings, and its 5% fee is $150. [Vantage pricing](https://www.vantage.sh/pricing).

- Vantage takes 5% of the savings from Autopilot's Savings Plans and 10% of the realized savings from its FinOps Agent's automated fixes.
- Zesty's Commitment Manager on AWS Marketplace charges $250 a month plus 25% of the savings it generates.
- LevelFour's Cloud Savings takes 30% of realized savings, on every saving it ships, from rightsizing and idle cleanup to commitments.
- ProsperOps and nOps price commitment management as a share of realized savings and quote the rate on request.

Compare what each fee covers: some apply to commitments, others to every saving the tool ships, from rightsizing to storage changes. What you keep is what's left on the bill after the fee.

## Are there free FinOps tools?

- The native tools: AWS Cost Explorer's console, Cost Optimization Hub, and Compute Optimizer; Microsoft Cost Management for Azure; Google Cloud's cost tools.
- Vantage Starter, free up to $2,500 of tracked spend a month.
- IBM Kubecost's free tier (up to 250 cores on its product page, or $100,000 of spend over 30 days under Kubecost 3.0), and Cast AI's free monitoring plan.
- Archera's platform, which buys and manages native commitments at no charge.
- The AWS FinOps Agent, at no charge during its preview.
- Infracost's CI/CD tier, free up to 1,000 runs a month, for cost estimates on infrastructure code.
- Open source tools such as OpenCost and Cloud Custodian, compared in [The Best Open Source FinOps Tools in 2026](https://levelfour.ai/blog/best-open-source-finops-tools.md).

## What costs do the price pages leave out?

- API calls: every Cost Explorer API request costs $0.01, and a tool that polls it often shows up on your AWS bill. Vantage says its use usually adds less than $1 a month.
- Data: hourly granularity in Cost Explorer, Compute Optimizer's enhanced metrics, and BigQuery for Google Cloud's billing export are billed by usage.
- Infrastructure for tools you host: Microsoft estimates a FinOps hub from $120 a month, and AWS's Cloud Intelligence Dashboards project estimates $100 to $200 a month for a sample setup.
- People: someone has to act on recommendations, unless the tool ships the change.

## Can you buy FinOps tools on AWS Marketplace?

Most of the vendors above sell there, and nOps says its Marketplace purchases count toward your AWS commitments under an EDP or PPA. Several listings also show discounts for longer terms: Finout's lists up to 50% for 24 months and 67% for 36 months. Vantage accepts AWS and Azure Marketplace payment as well as cards and invoices. [nOps pricing](https://www.nops.io/pricing/).

## How to compare FinOps tool prices

### 1. Price your own bill

Take your monthly spend for the next 12 to 36 months, not today's, and price every option on it. Band contracts jump when you cross a band.

### 2. Match the fee to what the tool does

Reporting and allocation fit a fee on spend or a flat band. Tools that ship savings fit a fee on savings, which you only pay when the bill goes down.

### 3. Check what's included

Ask whether Kubernetes, SaaS, AI, and extra users cost more. Finout adds 25% for Kubernetes on two plans; CloudZero includes every feature and unlimited users.

### 4. Ask about private offers

Public Marketplace prices are a starting point. Multi-year terms and private offers can come in lower, and nOps and Archera say their Marketplace billing counts toward the commitments you already have with AWS.

### 5. Count the savings on the bill

A tool pays for itself only when the bill drops by more than its price. Check the next month's bill, resource by resource.

## Common mistakes when buying a FinOps tool

- Comparing prices across tools that cover different scopes, as if they did the same job.
- Pricing on today's spend and crossing a band six months into the contract.
- Paying for recommendations nobody applies.
- Leaving out the people and infrastructure a tool needs.
- Counting estimated savings instead of the ones on the bill.

## What LevelFour costs

LevelFour, which we make, publishes its prices. Governance & Visibility costs $30 a month up to $2,500 of tracked Cloud, SaaS, and AI spend on Pro, $200 a month up to $7,500 on Scale, and a custom price on Enterprise. Cloud Savings costs 30% of realized savings on every plan, and nothing if nothing is saved: LevelFour ships each saving, applied in your cloud or SaaS account with access scoped to one change, as a pull request, or as manual steps, and [Savings Audit](https://docs.levelfour.ai/savings-audit) confirms it on the bill. ## Frequently asked questions

### How much does a FinOps tool cost?

From nothing to about 3.5% of the cloud spend it manages. Native tools from AWS, Microsoft, and Google are free or nearly free, self-serve plans run $0 to $200 a month for small bills, and public annual offers for mid-size bills come to 2% to 3% of cloud spend. Fees on savings run 5% to 30% of what the tool saves.

### Is percent of spend or percent of savings cheaper?

It depends on what the tool does for you. A fee on spend suits reporting and allocation, and you pay it whether the bill drops or not. A fee on savings costs nothing until the tool saves money, so it suits tools that ship changes. Price both on your own bill and compare what's left after the fee.

### Are AWS, Azure, and Google Cloud's cost tools free?

Mostly. AWS Cost Explorer's console, Cost Optimization Hub, and Compute Optimizer are free, while the Cost Explorer API costs $0.01 per request. Microsoft Cost Management is free for Azure. Google Cloud's cost tools have no extra charge, though BigQuery for the billing export bills by usage.

### How much does CloudZero cost?

CloudZero prices by custom quote on its own page. Its public AWS Marketplace offer charges $19 per $1,000 of monthly AWS spend, which works out to 1.9% of spend. [CloudZero on AWS Marketplace](https://aws.amazon.com/marketplace/pp/prodview-qvzdmjdawnphe).

### Are there free FinOps tools?

Yes: the native tools of each cloud, Vantage Starter up to $2,500 of tracked spend, IBM Kubecost's free tier, Cast AI's monitoring plan, Infracost's CI/CD tier up to 1,000 runs a month, Archera's commitment platform, and open source projects such as OpenCost and Cloud Custodian.

### Can I pay for a FinOps tool through AWS Marketplace?

Most vendors sell there, including Vantage, CloudZero, Finout, Cloudability, CloudHealth, Ternary, PointFive, Cast AI, and Zesty. Several vendors, nOps and Archera among them, say Marketplace billing counts toward an existing AWS commitment, and private offers can come in below the public price.
