October 29, 2026. By Gabriel Nielsen.

The best Infracost alternatives in 2026 are HCP Terraform's built-in cost estimation, Spacelift and env zero (both run Infracost inside their own runs), IBM Cloudability Governance, the LevelFour PR bot, Kubecost's cost prediction action for Kubernetes manifests, and Terracost, Cycloid's open-source Go library. Start from where your Terraform runs today: a platform that plans your changes can price them in the same run, and a FinOps platform can put the estimate next to your bill.

Infracost stays the reference point, and two of the tools below run it under the hood, so it gets a full entry too.

## What is the best alternative to Infracost?

The best alternative to Infracost is the estimate built into the tool that runs your plans: HCP Terraform on its Standard and Premium plans, Spacelift from its Free plan, or env zero on Cloud Pilot. For estimates priced with your discounts, look at Cloudability Governance; for a cheaper setting committed in the pull request, look at LevelFour. Kubernetes manifests get their own option in Kubecost's GitHub Action.

We read each tool's product pages, docs, pricing pages, and GitHub repositories on October 29, 2026, and each claim links to its source. For each tool we note what it estimates, where the number shows up, which infrastructure as code it reads, and how it charges. One of the eight is LevelFour, which we make. The order follows the job: the standalone estimator, Terraform platforms, FinOps platforms, Kubernetes, then a library.

## What should you look for in an Infracost alternative?

Pricing a change while it sits in review is the core of [shift-left FinOps](https://levelfour.ai/glossary/shift-left-finops.md). Six questions separate the tools.

### Where does the estimate show up?

Some tools comment on the pull request. Others add a phase to the run between plan and apply, or answer in the terminal and the editor. Your reviewers read the pull request, so put the number there.

### Which infrastructure as code does it read?

Terraform is common ground. Check the rest of your repositories against each tool's list: Terragrunt, OpenTofu, CloudFormation, AWS CDK, Pulumi, or Kubernetes YAML.

### Which prices does it use?

Public list prices are the usual default. Enterprise discounts and commitments change your rate, and a few tools let you load them.

### Can it stop a pull request?

A comment informs the reviewer. A policy or guardrail holds the merge until someone approves the cost.

### Does it suggest a fix?

An estimate says a change costs more. A suggestion on the diff, or a pull request that fixes it, saves the engineer a round trip.

### How does it charge?

Tools charge by runs, seats, managed resources, applies, environments, or annual cloud spend. Price the model against your pull request volume.

## 2. HCP Terraform cost estimation

HashiCorp's [HCP Terraform](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation) estimates cost inside its own Terraform runs.

- Switch it on in the organization's settings, and each run gets an estimate phase between plan and apply, with hourly and monthly cost per resource and the monthly delta. [Cost estimation docs](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation).
- Priced resources on three clouds: HashiCorp's lists mark 14 AWS resource types as incurring cost, among them `aws_instance`, `aws_db_instance`, and `aws_ebs_volume`, plus 25 Azure types and 3 Google Cloud types. [AWS](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation/aws) · [Azure](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation/azure) · [Google Cloud](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation/gcp).
- Speculative plans on pull requests, with a link to the run and its status in the pull request. [Speculative plans](https://developer.hashicorp.com/terraform/cloud-docs/workspaces/run/ui).
- Sentinel policies that read the estimate, such as one that stops a run raising monthly cost by more than $100. [Cost estimation docs](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation).

Pricing: cost estimation comes with the Standard and Premium plans, and HashiCorp's sales team quotes both, as of October 29, 2026. [HCP Terraform plans](https://developer.hashicorp.com/terraform/cloud-docs/overview).

Best for: organizations on HCP Terraform Standard or Premium that want the estimate in the run and in Sentinel.

## 3. Spacelift

[Spacelift](https://spacelift.io/pricing) orchestrates infrastructure as code and runs Infracost inside its runs.

- Add the `infracost` label and an `INFRACOST_API_KEY` variable to a stack, and Spacelift runs an Infracost breakdown while planning and applying. [Spacelift cost estimation](https://docs.spacelift.io/vendors/terraform/infracost).
- A cost summary posted to your pull requests. [Spacelift docs](https://docs.spacelift.io/vendors/terraform/infracost).
- The full Infracost report, as JSON, in your plan policies' input under `third_party_metadata.infracost`, so a policy can act on what a change costs. [Spacelift docs](https://docs.spacelift.io/vendors/terraform/infracost).

Pricing: Spacelift lists cloud cost estimation in every plan, from Free ($0, two users) and Starter (from $399 a month) to Business and Enterprise by quote, as of October 29, 2026. Its Policy as Code engine, which plan policies run on, starts at Starter. You bring your own Infracost API key. [Spacelift pricing](https://spacelift.io/pricing).

Best for: teams that run Terraform on Spacelift and want cost in the policies that gate their runs.

## 4. env zero

[env zero](https://docs.envzero.com/index) (env0) automates and governs infrastructure as code, and it prices each plan with Infracost.

- Turn on cost estimation in a project's settings, and each deployment plan gets an Infracost estimate, for Terraform, OpenTofu, and Terragrunt. env zero supplies an Infracost API key for the first 30 days. [env zero cost estimation](https://docs.envzero.com/guides/policies-governance/cost-estimation).
- OPA approval policies that read `totalMonthlyCost` and `monthlyCostDiff`, for example to deny a change whose cost crosses a limit. [Approval policies](https://docs.envzero.com/guides/policies-governance/approval-policies).
- PR Plan, which runs a plan on each push to a pull request and comments with the result on GitHub, GitLab, Bitbucket, or Azure DevOps. [PR Plan](https://docs.envzero.com/guides/admin-guide/environments/plan-on-pull-request).
- Actual cost per environment and project from your cloud's billing data, plus budget notifications. [Cost monitoring](https://docs.envzero.com/guides/cost-monitoring/cost-monitoring).

Pricing: env zero lists Cost Management, with cost estimation via Infracost, in its Cloud Pilot package, priced per apply or environment by quote, as of October 29, 2026. [env zero tiers](https://docs.envzero.com/guides/billing/subscription-tiers).

Best for: teams on env zero that want the estimate, the approval policy, and each environment's actual cost in one place.

## 5. IBM Cloudability Governance

[Cloudability](https://www.apptio.com/products/cloudability/governance/) is IBM's cloud cost management platform, and Governance checks infrastructure code against cost and policy before it ships.

- A GitHub integration that shows engineers the expected cost impact of changes in their Terraform files, with projections tailored to custom pricing and commitment coverage. [Cloudability Governance](https://www.apptio.com/products/cloudability/governance/).
- Policies for required tags, approved services, regions, and VM families, and budget limits, in an inform mode or an enforcement mode. [Cloudability Governance](https://www.apptio.com/products/cloudability/governance/).
- Gated pull requests wait for a user with the PR Approver role, and the GitHub check passes once they approve. [IBM docs](https://www.ibm.com/docs/en/SSVCLNQ/cloudability/admin/governance-pull-requests-and-approval-workflow.html).
- A native task for HCP Terraform Standard and Premium and Terraform Enterprise, in public beta, that estimates cost and enforces FinOps policies between plan and apply. [HashiCorp docs](https://developer.hashicorp.com/terraform/cloud-docs/integrations/native-tasks/cloudability).

Pricing: Cloudability lists 12-month contracts on AWS Marketplace, from $30,000 to manage up to $1 million of annual cloud spend, as of October 29, 2026. [Cloudability on AWS Marketplace](https://aws.amazon.com/marketplace/pp/prodview-h77jedsmpzs4k) · [LevelFour vs Cloudability](https://levelfour.ai/compare/levelfour-vs-cloudability.md).

Best for: enterprises on Cloudability that want pull request estimates priced with their custom pricing and commitments.

## 6. LevelFour

LevelFour is a FinOps platform for Cloud, SaaS, and AI spend. Its PR bot puts the cost of an infrastructure change on the pull request, next to a cheaper setting you can commit.

- A cost comment on each GitHub pull request or GitLab merge request that changes Terraform or CloudFormation, with the cost of the changed resources before and after and the monthly spend. [Terraform cost estimates in every pull request](https://levelfour.ai/blog/terraform-cost-in-pull-requests.md).
- Inline suggestions on the diff. Reply `@levelfourai apply all` and the bot writes them into one commit on the branch.
- Cost rules that hold a pull request, for example one that raises monthly cost by more than 30%, with merge guardrails on the Enterprise plan. [Pricing](https://levelfour.ai/pricing.md).
- `l4 estimate --fail-above 500` exits with code `2` once the monthly total passes the threshold, and `l4 diff` gates on what a change adds. [l4 estimate](https://docs.levelfour.ai/cli/commands/estimate).
- The bot prices changes on GitHub, GitLab, Bitbucket, and Azure DevOps, and LevelFour works with Terraform, CloudFormation, Pulumi, CDK, and Kubernetes manifests. [LevelFour FAQ](https://levelfour.ai/faq.md).

Pricing, as of October 29, 2026: the cost check on pull requests comes with each plan, from Pro at $30 a month (up to $2,500 of tracked spend) and Scale at $200 (up to $7,500) to Enterprise at a custom price, each with a 14-day free trial. Cloud Savings costs 30% of realized savings. [See pricing](https://levelfour.ai/pricing.md).

Best for: teams that want a change's cost and a cheaper setting in one pull request, and their cloud savings shipped as [infrastructure-as-code pull requests](https://levelfour.ai/glossary/iac-pull-request.md).

## 7. Kubecost cost prediction action

[IBM Kubecost](https://www.apptio.com/products/kubecost/) allocates and optimizes Kubernetes cost, and its cost prediction action prices Kubernetes manifests in GitHub pull requests.

- Point the action at a YAML file or directory, and it predicts the cost of the workloads in it, as a table you post to the pull request. [Cost prediction action](https://github.com/kubecost/cost-prediction-action).
- It runs without a Kubecost install and gives environment-specific predictions when it can reach your Kubecost API. [Action README](https://github.com/kubecost/cost-prediction-action).
- An enhanced action diffs the branch against a base branch, fails the workflow past a dollar or percentage limit, and checks the prediction against a Kubecost budget. [Enhanced action](https://github.com/kubecost/cost-prediction-action).

Pricing: the action is public on GitHub. Kubecost Foundations is free for unlimited clusters up to 250 cores, with 15-day metric retention, as of October 29, 2026. [IBM Kubecost](https://www.apptio.com/products/kubecost/) · [LevelFour vs Kubecost](https://levelfour.ai/compare/levelfour-vs-kubecost.md).

Best for: platform teams that review Kubernetes manifests in GitHub and want each workload change priced before it reaches the cluster.

## 8. Terracost

[Terracost](https://github.com/cycloidio/terracost) is Cycloid's open-source Go library for estimating Terraform costs from prices it ingests from the cloud vendors.

- It loads AWS, Google Cloud, and Azure prices into a MySQL-compatible database, then estimates a Terraform plan in JSON and returns each resource's prior and planned cost. [Terracost on GitHub](https://github.com/cycloidio/terracost).
- MIT license. Its latest commits, on May 7, 2026, moved its Terraform and Terragrunt forks to Terraform 1.13.5. [Changelog](https://github.com/cycloidio/terracost/blob/master/CHANGELOG.md).
- Cycloid's platform runs it from its CLI (`cy terracost estimate`), in StackForms, and in Concourse pipelines. [Cycloid cost estimation](https://docs.cycloid.io/reference/cost-estimation/).

Pricing: free under the MIT license; you host the price data.

Best for: teams that want to build cost estimation into their own tooling.

## How to choose an Infracost alternative

### 1. Start from where your plans run

If HCP Terraform, Spacelift, or env zero runs your plans, turn on its estimate first. It costs a setting or a label, and the number lands in the run your team watches.

### 2. List the infrastructure as code you need priced

Count your repositories by language. Terraform alone fits any tool here; CloudFormation, CDK, Pulumi, or Kubernetes YAML narrows the list.

### 3. Decide which changes wait for approval

Pick a threshold, in dollars a month or a percentage, and the person who approves past it. Then check that the tool can hold the merge there.

### 4. Check which prices the estimate uses

If you pay an enterprise discount or cover most usage with commitments, list prices overstate the change. Ask how the tool loads your rates.

### 5. Trial it on a real pull request

Open a pull request that changes an instance size and compare the comment with your provider's pricing calculator.

## Common mistakes with Terraform cost estimation

- Reading the estimate as the bill. S3 storage and Lambda requests need usage figures, which Infracost takes from a [usage file](https://www.infracost.io/docs/features/usage_based_resources/) and the Cloudability native task from a [`usage.json`](https://developer.hashicorp.com/terraform/cloud-docs/integrations/native-tasks/cloudability).
- Waiting for HCP Terraform to show costs. [Cost estimation](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation) stays off until someone turns it on in the organization's settings.
- Blocking pull requests on day one. Start with comments, learn what normal changes cost, then set the threshold that holds a merge.
- Diffing against a shallow clone. [`l4 diff`](https://docs.levelfour.ai/guides/ci-cd) and Kubecost's [delta mode](https://github.com/kubecost/cost-prediction-action) need full git history (`fetch-depth: 0` on GitHub Actions).

LevelFour's PR bot prices each Terraform and CloudFormation change on the pull request and commits the cheaper setting when you reply, on plans from $30 a month. [Start with LevelFour](https://levelfour.ai/sign-up) and see the cost of your next pull request before it merges.

## Frequently asked questions

### Is Infracost free?

The Infracost CLI is open source under the Apache 2.0 license, and the CI/CD plan is free for 1,000 runs a month on GitHub, GitLab, and Azure DevOps. Starter costs $250 a month for 10,000 runs, Cloud costs $1,000 a month with FinOps policies and guardrails, and Enterprise is by quote, as of October 29, 2026. [Infracost pricing](https://www.infracost.io/pricing/).

### Infracost vs HCP Terraform cost estimation: which should I use?

HCP Terraform estimates cost inside its runs, between plan and apply, on the Standard and Premium plans, for the AWS, Azure, and Google Cloud resources on its lists, and Sentinel can read the estimate. Infracost covers more than 1,100 resources across Terraform, Terragrunt, CloudFormation, and AWS CDK, in pull requests, editors, and any CI. On Standard or Premium, start with HashiCorp's estimate; add Infracost for pull request comments and other languages. [HCP Terraform cost estimation](https://developer.hashicorp.com/terraform/cloud-docs/cost-estimation).

### Infracost vs Kubecost: what is the difference?

Infracost prices cloud resources defined in Terraform, Terragrunt, CloudFormation, and AWS CDK. Kubecost allocates and optimizes Kubernetes cluster cost, and its cost prediction action prices Kubernetes manifests in GitHub pull requests. A team that builds EKS with Terraform and deploys workloads as manifests can run both. [LevelFour vs Kubecost](https://levelfour.ai/compare/levelfour-vs-kubecost.md).

### Can I estimate Terraform costs without a third-party tool?

Yes. Run `terraform show -json` on a saved plan to get the planned resources in machine-readable form, then price them against the AWS Price List API, the Azure Retail Prices API, or the Google Cloud Billing Catalog API. HCP Terraform Standard and Premium add HashiCorp's own estimate to each run. [Terraform JSON output format](https://developer.hashicorp.com/terraform/internals/json-format).

### Which Infracost alternatives can block a pull request on cost?

Infracost Cloud's guardrails, HCP Terraform's Sentinel policies, env zero's OPA approval policies, and Spacelift's plan policies can all stop a costly change. Cloudability Governance holds gated pull requests for an approver, Kubecost's enhanced action fails the workflow past a threshold, and LevelFour's cost rules hold a pull request, with merge guardrails on its Enterprise plan.

### How accurate are Terraform cost estimates?

They price what the code declares. S3 storage, Lambda requests, and other usage-based resources need usage figures. Negotiated discounts change the real rate too, which Infracost Cloud's custom price books and Cloudability's custom pricing account for.
