Cloud cost allocation is the process of splitting a cloud bill and assigning each cost to the team, product, cost center or customer responsible for it. The FinOps Foundation's Allocation capability defines it as strategies to assign and share cost and usage using accounts, tags, labels and other metadata. You start with structure: AWS accounts, Azure subscriptions and resource groups, Google Cloud projects. Tags and labels add detail, and rules handle the rest, such as AWS Cost Categories or Azure cost allocation rules. Shared costs need a split policy of their own, and untagged spend needs a report so it stays visible. The Foundation's maturity model sets sample goals of at least 70% of cost allocated to a known owner at Crawl, 85% at Walk and above 90% at Run. Allocation feeds showback, chargeback, budgets and unit economics, so its errors travel into all of them. LevelFour's virtual tags assign cost from any connected provider with rules you set, and change nothing in your cloud.

## Frequently asked questions

### What is the difference between cost allocation and chargeback?

Cost allocation decides who owns each cost, and chargeback posts that cost to their budget. Allocation is the analysis: tags, accounts and rules that split the bill. Showback reports the result, and chargeback takes the further step of sending it to official accounting budgets. Azure's docs draw the same line: cost allocation helps you charge back costs, and all chargeback processes happen in your organization, outside Azure. You can allocate costs and skip chargeback, since the FinOps Foundation says chargeback depends on accounting policy.

### How do you allocate cloud costs?

Start with the hierarchy your provider bills by, then add detail. Map each AWS account, Azure subscription or Google Cloud project to an owner. Define required tags, such as team and cost center, with naming standards. Add rules for what tags can't reach, using AWS Cost Categories or Azure cost allocation rules. Choose a split for shared costs. Publish a report of unallocated spend and work it down each month. The FinOps Foundation's KPIs here include the share of cost allocated to organizational units and the share it can't categorize.

### Why doesn't tagging cover all my cloud costs?

Tags miss cost for a few reasons. Some charges don't belong to one owner, such as the data transfer and enterprise support AWS gives as shared-cost examples. Some resources reach production without tags. Tag data also starts late: AWS needs a cost allocation tag activated before it appears in reports, and its backfill reaches back twelve months at most, and only where the resource carried the tag at the time. Require tags at provisioning, which the FinOps Foundation puts at its Run level, and use rules for the remainder.

### How do you allocate shared cloud costs?

Split each shared cost with a written rule. AWS split charge rules allocate a shared cost in proportion to each target's cost, by fixed percentages or in an even split. Azure cost allocation rules use equal shares, or a ratio of total, compute, storage or network cost. The FinOps Foundation describes shared costs as charges used by or attributed to multiple owners, applications or products. Proportional splits follow usage. Fixed percentages hold steady for budgeting and go stale, so review them each quarter, and show the split on each team's report.

### How do you allocate Kubernetes costs?

Kubernetes needs allocation inside the node, since a cloud bill records the instance. AWS split cost allocation data adds pod-level cost to the Cost and Usage Report, based on the CPU and memory each container consumed. GKE cost allocation places cluster and namespace in the billing export to BigQuery, and AKS cost analysis allocates cost by Kubernetes constructs. Map namespaces or labels to teams, decide who pays for idle node capacity, and treat cluster overhead as a shared cost.

### How do you allocate AI costs?

Give each team its own billing unit at each provider: an OpenAI project, an Anthropic workspace, or an Amazon Bedrock application inference profile with cost allocation tags. OpenAI's Costs API groups spend by project, and Anthropic's Cost API groups it by workspace. Read those reports beside the cloud bill. The FinOps Foundation's State of FinOps 2026 rates allocating AI costs to business units as harder than traditional infrastructure, so plan extra mapping work in the first months.

### Can you allocate costs without changing tags in the cloud?

Yes. Rule-based allocation assigns cost in the billing layer, so nothing changes on the resource. AWS Cost Categories map accounts, tags and services to business units, and a rule you change mid-month applies from the start of that month. Azure cost allocation rules move cost between subscriptions, resource groups or tags without changing your invoice. Virtual tags apply the same idea across providers. You get coverage for resources you can't retag, and for providers that have no tags.
