Hire a FinOps consultancy when you're short on experienced people: someone to stand up the practice, get leadership aligned, train your team, or deliver a project with a start and an end. Pick a FinOps platform when you need software for the work that repeats every month: ingesting the bill, allocating cost, catching anomalies, and optimizing usage. Expect to use both at some point. The FinOps Foundation writes that "every organization will use some combination" of native, third-party, and internal tools plus professional services, and that the mix changes as the practice matures. Automation, Tools, & Services.

The Foundation certifies both sides. On October 28, 2026, its landscape listed 27 FinOps Certified Service Providers and 35 FinOps Certified Platforms, and 10 organizations held both badges. Its certification FAQ says: "This is not a ranking or rating system." FinOps landscape · Certification FAQ. We don't rank anyone here either. Consulting prices appear where a firm publishes its model on its own page. When a firm's page describes the market instead, we say so. Platform prices come from each vendor's own page or public AWS Marketplace offer. We make LevelFour, a platform, and it gets one section near the end.

What does a FinOps consultancy do, and what does a platform do?

The Foundation's capability page names three things you can bring in. A FinOps Tool is software that enables one or more Framework capabilities, from broad platforms to specialty tools. A FinOps Automation Solution is a script, a workflow, or an API. A FinOps Professional Service is a third-party engagement: training, consultancy, managed services, or outsourcing specific parts of the practice. Automation, Tools, & Services.

The Foundation's working-group paper on FinOps Tools and Services defines services as "the use of non-employee resources to support the FinOps practice" and sorts them three ways. Outsourcing hands a partner all of FinOps or a slice of it. Consulting brings in expertise, or a surge of people, to start or scale the practice. Contracting puts non-employees on a specific job for a short or a long term. A tool is any product, platform, or software you buy, license, run open source, or build. FinOps Tools and Services.

The paper counts four consulting engagement models:

  • Advisory and support for your FinOps team: coaches who guide and do little of the day-to-day work.
  • Limited scope: one cloud, one business unit, one application, or "a specific tool (e.g. your third party cloud Platform)."
  • A specific deliverable, such as a cost allocation strategy, bought "on a pay by the drink model."
  • Dedicated contractors, as staff augmentation.

Outsourcing has models of its own. The paper calls a specific scope "the most common outsourcing scenario": you hand rate optimization to a partner in exchange for an agreed discounted rate on compute. In complete outsourcing, the provider "often provides tooling and services as a package." FinOps Tools and Services.

What is each option best at?

The two badges score the same 21 Framework capabilities with different weights. The Foundation says the points are "not a reflection of the FinOps Framework Capability's value," and the totals aren't a ranking. The spread still shows what it expects from each side. Software carries data ingestion, anomaly detection, allocation, and usage optimization. Services carry practice operations, executive alignment, education, assessment, and architecture. Points per capability on the FinOps Foundation's two certification pages, read October 28, 2026.

Each badge asks for different proof. A consultancy shows service descriptions or statements of work, public or submitted in writing, for each capability, with scope, deliverables, timelines, and outcomes. A platform shows public product information plus a recorded product demonstration per capability. A capability scores full points or zero. Both badges need 90% of the required points, and points from the optional supplemental criteria count toward that total. The firm must also be a FinOps Foundation and Linux Foundation member and employ certified people. A provider with 5,000 or more employees needs 100 FinOps Practitioners, 5 FinOps Professionals, and 50 FOCUS Analysts; one under 100 needs 5, 1, and 3. Certified Service Provider · Certified Platform.

Certification carries no separate fee, since membership funds the program, and a firm recertifies every 2 years. One organization can hold both badges. Certification FAQ. You'll find the live lists on the landscape under the Certifications filter, and each firm's profile among the Foundation's members.

How much does FinOps consulting cost?

The Foundation's paper names no fee levels. It names arrangements: a discounted rate in exchange for rate optimization, a "shared risk/reward model" for outsourcing, a percentage or fixed fees for commitment management, and deliverables paid by the drink. FinOps Tools and Services. C3 IT Solution, a Brazilian consultancy, describes the market in Brazil: it has no single price table. Cost depends on scope, the cloud spend under management, and the contract model: a closed project, a recurring monthly fee, or, in specific cases, pay tied to savings targets, which needs a clear baseline. In C3's view, small monthly bills rarely justify a continuous engagement. C3 IT Solution.

Fixed project fee
Who publishes it, and what it says
LeanerCloud, an AWS-focused team for companies spending upwards of $100,000 a month on AWS, charges a flat fee for a scoped project and says all three of its models can go through AWS Marketplace. Metro Colo Advisory, an advisory on egress and steady workloads for clients past routine FinOps, offers a free first read and prices a full analysis at a fixed fee, typically $50,000 to $195,000, delivered in 4 to 6 weeks.
Monthly retainer
Who publishes it, and what it says
LeanerCloud sells a monthly block of engineering hours, priced case by case.
Share of savings
Who publishes it, and what it says
LeanerCloud charges a share of savings, typically 10% to 30% and lower for larger AWS customers, billed per change for that change's first 12 months, and a change that saves nothing goes unbilled. DPS Solutions, in Brazil, working on Microsoft 365 and Azure, runs a free initial diagnosis and charges a success fee of 30% of proven annual savings. Intellibold charges by success, according to the savings generated.
Private offer
Who publishes it, and what it says
On AWS Marketplace, Accenture FinOps Managed Service prices "based on your specific requirements and eligibility" and can come with a cloud financial management tool, Accenture's own Cloudeasier SaaS or one from its partners. Ibexlabs runs a 4-week assessment, then managed FinOps, by private offer "sized to your monthly AWS run-rate and scope." CirrusHQ sells a 2-week FinOps sprint, also by private offer.
Cloud provider's own service
Who publishes it, and what it says
Google Cloud FinOps Jumpstart runs 4 weeks with a Cloud Consultant and a Strategic Cloud Engineer: "Contact us for a quote." Microsoft's November 2023 announcement lists three offerings under Unified Enterprise Support, with no price: FinOps Introduction, FinOps Assessment, and FinOps Operations for Azure. Both appear on the Foundation's Certified Service Provider list.

Models and figures as each firm publishes them on its own page, read October 28, 2026. Firms appear as examples of a pricing model, in no order of merit.

Obsium, another consultancy, describes the market in four models: a fixed fee for bounded deliverables, a day rate for exploratory work, a retainer for ongoing operations, and a percentage of savings "for narrow commitment management." By its count, an assessment runs 2 to 6 weeks and an implementation 1 to 6 months. Obsium. Every firm in the table that publishes a model uses one of those four, and the published shares of savings run from 10% to 30%. The large firms we checked publish no price: Accenture sells by private offer, Google Cloud by quote, and Microsoft's announcement names none.

How much does a FinOps platform cost?

Platforms publish more of their prices. The Foundation's paper says many vendors charge "the percentage of total net cloud spend," with lower rates as spend grows, while others charge flat rates or by data volume. Native tools are "often free or with nominal usage fees," and "third party tools are not free." FinOps Tools and Services.

Public prices read October 26, 2026, from each vendor's own page or public AWS Marketplace offer.

Our vendor-by-vendor pricing review, from the same date, sums up the range. Native tools are free or nearly free, and self-serve plans run $0 to $200 a month. For a mid-size bill, public annual offers land between 2% and 3% of cloud spend, metered plans between 0.5% and 3.5%, and fees on realized savings between 5% and 30% of what the tool saves. How Much FinOps Tools Cost.

The two sides meet on fees tied to savings. Consultancies that publish a share sit between 10% and 30%, platforms between 5% and 30%. With ranges that close, compare the terms around the number: the baseline that defines a saving, how long the fee runs, and who makes the change, whether that's your team, the consultancy, or the software.

When does hiring a consultancy make sense?

The paper points to services in three situations: you need to move faster than your own staff can, the need is temporary or transitional, or the expertise is hard to hold inside, or you'd rather not hold it. For a team new to FinOps, outsourcing brings faster results, more experienced people, and the partner's own tooling and automation. FinOps Tools and Services. These cases fit a consultancy:

  • You're starting the practice and need an assessment plus someone to train the team. FinOps Assessment and FinOps Education & Enablement score 5 points on the service badge.
  • Leadership needs a FinOps plan tied to strategy, or you need an operating model. Executive Strategy Alignment and FinOps Practice Operations score 5 as well.
  • The job has an end date: a cost allocation strategy, an architecture and workload placement decision, or a commitment plan.
  • You want an outside team to run the practice for a while, as a managed service.

The same capability page carries a warning. Professional services "can accelerate value creation," and "over-reliance on professional services can create organizational dependency." The Foundation's advice: pair the engagement with education for your own people, agree on scope, deliverables, and success criteria before work starts, and keep the knowledge and artifacts "beyond the conclusion of the engagement." Automation, Tools, & Services.

When can a platform do the job alone?

A platform without a consultancy works when someone on your team will run it and the work repeats every month, as in these cases:

  • You need continuous data: the bill ingested, cost allocated, anomalies caught early, and usage optimized. Data Ingestion, Anomaly Management, Allocation, and Usage Optimization score 5 points on the platform badge.
  • You want to cut manual work. The Foundation's KPIs for this capability include the share of manual activities automated and time to value.
  • Your cloud bill is small. Self-serve plans cost $0 to $200 a month, and the native tools from AWS, Microsoft, and Google are free.

To compare platforms with each other, read The Best FinOps Platforms. If your team prefers open source, start with the best open source FinOps tools, and if you're still building the basics, with what FinOps is.

Can you use both?

Yes, and the Foundation treats the mix as the default. Its paper counts work on your third-party platform as limited-scope consulting, notes that "partners often bring their own tooling and process," and says "MSPs typically also provide FinOps tooling" with their services. FinOps Tools and Services. The certification FAQ says a certified service provider's work "may include implementation of software," and 10 organizations held both badges on October 28, 2026. Certification FAQ · FinOps landscape.

Platforms sell to service firms too. Vantage offers MSPs one account to "centrally manage hundreds of clients," with invoicing and white-labeled reporting. Vantage partners. CloudZero lists Channel & Services Partners. CloudZero partners.

A common sequence in the listings is a bounded assessment first, then a continuous service or a tool, as in Ibexlabs' AWS Marketplace offer. If you go that way, decide in the first contract who runs the platform after the consultants leave, so the knowledge stays with your team.

When each option fits

The Foundation asks each practice to set "criteria for when professional services engagements are warranted" and use cases to build, buy, or automate. Automation, Tools, & Services. We built the table below from the badge weights and the paper's advice.

What should you ask before you sign?

  • Is the badge current? Check the landscape under Certifications, since firms recertify every 2 years. For AWS work, the Cloud Operations Competency has a Cloud Financial Management area, for partners AWS describes as having "a proven track record of helping customers plan for optimized cost management from day one." AWS Cloud Operations partners.
  • Does the partner cite Azure Expert MSP? Microsoft is retiring it in favor of the new Frontier Partner specialization, and enrolled partners keep eligibility through FY27, which ends June 30, 2027. Azure Expert MSP.
  • Who controls the billing account? Resellers and MSPs "typically control the Billing account" and set your pricing, so your access to the provider's tools and billing data "may be restricted unless specifically called out" in the contract. FinOps Tools and Services.
  • If the fee follows savings: what's the baseline, what counts as a saving, how long does the fee run, and what happens to a change that saves nothing? Put each answer in the contract.
  • How will you measure it? The Foundation's KPIs include savings or avoidance against the cost of the investment, satisfaction with tools "or interacting with consultants," and time to value. Automation, Tools, & Services.
  • What stays when the engagement ends? Ask for the knowledge and artifacts in writing. The paper's list of outsourcing downsides includes goals that are hard to specify when you're new to FinOps, possible loss of access to cloud data, and multi-year terms. FinOps Tools and Services.
